City of Coates issued the following announcement on May 13.

Dakota County will carefully reopen certain in-person services beginning Monday, May 18. The limited reopening services is consistent with state orders and is being done in a way that will ensure safety for customers and staff. Services require appointments unless otherwise noted. Locations and services scheduled to reopen include:

Administration Center, 1590 Hwy. 55, Hastings

• Marriage applications, 651-438-4312
• Archived real estate document research, 651-438-8476
• Cash property tax payments, 651-438-4576
• Elected official candidate filings beginning May 19 (no appointment needed), 651-438-4305

Northern Service Center, 1 Mendota Road W., West St. Paul

• Marriage applications, 651-554-6531
• Cash property tax payments, 651-554-6531
• Probation appointments with high-risk clients in Community Corrections, 651-554-6060
• Social Services appointments including child protection interviews, parent-child visitation and meetings with people in crisis, 651-554-6424

Western Service Center, 14955 Galaxie Ave., Apple Valley

• Marriage applications, 952-891-7144
• Cash property tax payments, 952-891-7144

Adults must use a face covering and maintain physical distancing while in county buildings. Hand sanitizer will be available. Customers will be escorted inside by county staff, who will use face coverings and follow other safety measures. Only one person or family unit will be permitted inside for each appointment.

Building hours are 8 a.m.–4:30 p.m. Monday–Friday.
